On Wednesday, April 20th, The Oregon Federal Executive Board (Oregon FEB) and Federal Emergency Management Agency (FEMA), Region X, completed their annual functional continuity exercise for local federal agencies, “Rose Guardian 2011.” The exercise featured a catastrophic flood scenario which impacted the entire Willamette River Basin.
Transportation obstacles and facility closures created a variety of essential function performance challenges. Participants were encouraged to operate from a location other than their primary duty station. The exercise objectives were to:
- Test and evaluate the agency’s continuity plan.
- Validate alert notification procedures.
- Validate continuity communications, internally and interagency.
- Validate access to vital records from continuity site.
- Validate ability to perform essential functions from continuity site.
- Test telework policies and procedures.
Fourteen local agencies participated in some form, from full engagement at their alternate site to conducting it in a tabletop form with their leadership.
