The Oregon Federal Executive Board (Oregon FEB) and the Department of Homeland Security, Federal Emergency Management Agency (FEMA) Region X hosted their annual tabletop exercise for local federal agencies, “Willamette Washout TTX 2011.” This exercise, which was held Thursday, September 8th, 1:00 – 4:00 p.m. in Portland, explored the challenges you face when reconstituting operations following a disaster. The scenario continued from the one applied in April’s “Rose Guardian ‘11” functional exercise: a catastrophic flood impacting the Willamette River Basin and surrounding areas.
